Facilitate the initiation, promotion, and effective deployment of promising Research and Development work in agriculture, government, and other sectors.

Identify areas where Science and Technology can be applied to address the development needs, objectives, and goals of Karnataka, particularly focusing on overcoming backwardness, rural unemployment, and poverty.

Advise the government on the formulation of policies and measures, including technical, administrative, and legal mechanisms, to promote the application of Science and Technology to identified needs, objectives, and goals.

Prioritize areas like health, education, and manpower utilization, with a special emphasis on developing human skills in rural areas and slums.

Promote the scientific management of the State's natural resources.

Consider and advise the government on other matters relevant to the application of Science and Technology to address the challenges faced by Karnataka.
